MinGW-w64 tilbyder et udviklings- og kørselstidsmiljø for 32- og 64-bit (x86 og x64) Windowsprogrammer, der bruger Windows API'en og GNU Compiler Collection (gcc).

Denne pakke indeholder:

 * gendef, som udtrækker DLL-eksporter fra kørbare Windowsfiler
 * genidl, som udtrækker IDL-information fra kørbare Windowsfiler
 * genpeimg, som manipulerer PE-flag i kørbare Windowsfiler
 * widl, som opretter byggefiler fra IDL-beskrivelser
 * pkg-config-symbolske henvisninger for at tillade at .pc-baserede
   biblioteker anvendes
