The libamdhip64 is central to the ROCm stack, it is at the exchange point between the low-level libraries - kernel module ROCk, thunk ROCt, runtime ROCr, etc, and user-facing libraries - rocRAND, rocBLAS, rocFFT, rocSPARSE, etc.
